How do you answer the idea that God must not be timeless since he acts and reacts within time?

God immutably and eternally decrees without time what will occur in time. That is to say that while he manifests himself in time, these actions represent no actual change or succession in God. That God is not bound by time does not restrict him from manifesting himself in time (just as he manifests himself in space).
